4 REPORT OF NON-COMPLIANCE WITH CONDITIONS OF NPDES PERMIT PERMIT NO. PA 0009920 REPORT NO. 82-01 Identification of Occurrence: An oil and grease sample from DSN 104 exceeded the permit limit of 20 mg/1. - The sample collected at 1115 hours0.0129 days <br />0.31 hours <br />0.00184 weeks <br />4.242575e-4 months <br /> on February 11, 1982, had an oil and grease concentration of 73 mg/1. The non-compliance was identified by the system laboratory on February 16, 1982, and reported to the TM1 Environmental Licensing Engineer on February 17, 1982.  ;

Description of Discharge: DSN 104, the intermittent discharge of waste water from the station's Industrial Waste Filter System. The system is sampled prior to discharge out the station's main discharge line (DSN 001).

The industrial waste filter system processes sludge f rom the pretreatment and industrial waste treatment system (non-radioactive sump water from both units)

Cause of the Non-Compliance: Apparently, a small amount of oily surface sludge from the industrial waste treatment system sludge-froth tank along with the settled botto= sludge was transfered into the industrial waste j

filter system via the tank's bottom drain valves. The manual valves were apparently left open too long, allowing some oil to be discharged out with the sludge.

Duration of Non-Compliance: An anticipated duration of 65 minutes during the first portion of the filter cake treatment process, which operated a total of 5.4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> on that date. Approximately 3600 gallons of the total 24,080 gallons released during the day's processing of four batches of sludge was involved.

Corrective Action to Prevent Recurrance: The oil was separated from the effluent stream in holding tank IWT-18. By using absorbant materials, the oil was absorbed and removed from the water prior to discharge into DSN 001.

Additional care has been advised to the operators, to ensure that similar type incidents do not occur during subsequent transfers of bottom sludge.
