Dear Sir:
Secondary containment leak rate tests were satisfactorily performed as per PNPS Procedure 8.7.3 on October 2, 8, 9, November 4,1981, and on February 8,1982, to verify that secondary containment was not violated by work performed during refueling.
These tests demonstrated that the Standby Gas Treatment System (SGTS) was capa-ble of maintaining greater than 1/4 inch of water vacuum in the secondary con-tainment, as required by PNPS Technical Specifications 4.7.C.l.c.
These tests were initiated through the use of permanently installed test switches which simultaneously isolated the normal secondary containment ventilation system and initiated the Standby Gas Treatment System.
The data obtained during these tests are attached to this cover letter.
This report is a compilation of the five (5) Secondary Containment Leak Rate Tests performed during the current Refuel V Outage. These tests were repeatedly performed because of maintenance performed on the associated equipment during the outage and the unsatisfactory original test results. The initial failure of this test, performed on October 2, 1982, was reported to the NRC in LER 81-059/03L-0 on November 2, 1981.
This special report is issued to comply with PNPS Technical Specifications 6.9.C.3.
The final test verifying the satisfactory completion of modifications to improve the capability of the SBGTS was performed on February 8, 1982, and is included. This report would normally have been issued within ninety (90) days of the initial successful completion of surveillance test number 8.7.3; however, the initial test's failure, the subsequent LER, the major maintenance performed, the repeated performance of the test, the extended refueling outage and the planned issuance of a supplemental LER resulted in an oversight to request an extension for the submission date for this report.

BECO Ltr. #62-53 The surveillance test number 8.7.3 utilized to ensure secondary containment and entitled, " Secondary Containment Leak Rate Test" has been reviewed by the Nuclear Engineering Department (NED Doc. No. 82-92) to ensure that the data collected during its performance is representative of the systems capability and that the data is sufficient to prove secondary containment. This surveillance test number 8.7.3 is being revised so that the recorded data, coupled with the specified acceptance criteria, provide assurances that the design criteria has been met.
This revision will be reviewed and approved by NED so that in the future, engineering review of the test results will not be required.
The followup report to LER 81-059 will additionally address the major mainten-ance performed on the secondary containment isolation dampers and other corrective actions taken to restore the secondary containment to is intended design.
