EFFORT OF STEPHEN CHESiluT ON EMERGENCY PLANNING FOR TMI-1 RESTART AND SUSQUEHANNA PROCEEDINGS JQ-This is to express DELD's appreciation for the outstanding work and untiring efforts of Mr. Stephen Chesnut with regard to the emergency planning review and case preparation which he undertook for the TMI-1 restart proceeding and the Susquehanna operating license proceeding.

With regard to TMI-1 restart, Mr. Chesnut was responsible for the review and evaluation of the Licensee's emergency plan and for addressing, in written and oral testinony, over 30 contentions on onsite emergency preparedness.

In addition, Mr. Chesnut provided invaluable assistance to FEMA personnel in the review of offsite emergency plans for TMI and the preparation of testimony on nore than 80 contentions directed to offsite emergency planning.

His job was more difficult in this regard relative to subsequent reviews in other NRC licensing cases due to the fact that the NRC's energency planning regulations were substantially modified during the course of his review.

Mr. Chesnut spent the entire month of March and April 1981 at the TMI-1 restart hearings. His testimony and technical assistance to Staff counsel during cross-examination of other witnesses contributed substantially to the development of a sound record and to the resulting Licensing Board initial decision which was generally favorable to the NRC Staff's position on emergency planning.

With regard to the Susquehanna proceeding, Mr. Chesnut was again responsible for the review and evaluation of the applicant's emergency plan and, through his work with FEMA, was instrumental in assuring that FEMA's written testimony was comprehensive, properly focused and submitted on time.

The efforts of Mr. Chesnut contributed significantly to the development of a conplete record on emergency planning in both the TMI-1 restart proceeding and the Susquehanna operating license proceeding.
