Dear Mr. Thomas:
Hearings on emergency planning issues involving Pennsylvania Power and Light Company's Susquehanna facility were held in October 1981. Mr. Bruce Swiren from FEMA's Region III office testified on those issues accompanied by Spence Perry, Associate General Counsel.
Mr. Swiren was well prepared and proved to be an adept and competent witness.
His testimony was thoughtful, complete and well presented. Mr. Perry provided substantial assistance to NRC Staff counsel and spent significant time ensuring that Mr. Swiren was able to effectively prepare for his testimony.
The efforts of both Mr. Swiren and Mr. Perry significantly contributed to the development of a complete record in the Susquehanna licensing proceeding and I commend their efforts to you.
