By letter dated February 1,1982, to Mr. Charles Ross, Executive Vice President of Kansas Electric Power Cooperative, Inc. (KEPCo) you requested that KEPCo respond to several questions concerning the operating license pending for the Wolf Creek Generating Station.
Your questions pertained to Kansas Gas & Electric Company (KG&E),
Kansas City Power & Light Company (KCPL) and the antitrust license conditions of the Wolf Creek Construction Permit.
The purpose of this letter is to respond to those questions.
Question 1:
Is KEPCo taking advantage of the Wolf Creek License Conditions governing access to the Wolf Creek unit?
Answer:
KEPCo has taken advantage of the License Conditions by acquiring a 6% undivided ownership interest in the Wolf Creek Generating Station.
Although the License Conditions specified that KEPCo could acquire a 17% interest, the amount purchased was reduced to 6% because several changes in the interim caused the available financing to be limited to a 6% interest.
Question 2:
Is KEPCo taking advantage of the Wolf Creek License Conditions governing the sale of firm and non-firm bulk power?
Answer:
As a result of the Wolf Creek License Conditions, KEPCo has entered into a contract with KG&E for the purchase of firm partial requirements bulk power for KEPCo members in the KG&E power supply area.
KG&E, however, has steadfutly refused to allow KEPCo to use such bulk power to serve KEPCo's members outside the KG&E power supply area.
KEPCo and KG&E are now in the process of insti-tuting service under this contract.
Although the initial bulk power supply to KEPCo is essentially the same service that KG&E was supplying to KEPCo's members, KEPCo expects to obtain additional bulk power supply services as specified in the License Conditions as KEPCo's power supply program develops in the future.

Is KEPCo taking advantage of the Wolf Creek License Conditions governing provisions of coordination, planning and transmission services?
Answer:
As a result of the Wolf Creek License Conditions, KEPCo has entered into a contract with KG&E providing for coordination and transmission services and mutual consultation on transmission planning.
KEPCo and KG&E are now in the process of instituting coordination and transmission services under this contract.
Although the initial coordination and transr..ission services are essentially the same services KG&E was already supplying to KEPCo's members, KEPCo expects to obtair, additional transmission and coordination services in tiia future.
As KEPCo's power supply resources increase, KEPCo expects to take advantage of virtually all such services mentioned in the License Conditions.
KEPCo has also obtained the same coordination and transmission services from KCPL that KCPL was furnishing to KEPCo's members.
As KEPCo's power supply program grows, KEPCo expects to obtain additional coordination and/or transmission services from KCPL.
Question 4:
llow have the services offered under the Wolf Creek License Conditions affected KEPCo's reliability, its planning for future inad growth and acquisition of firm and non-firm power supply?
Answer:
The Wolf Creek License Conditions have allowed KEPCo to enter into a contract with KG&E which KEPCo anticipates will provide for a secure and reliable electric power supply for its members' future loads in the KG&E power supply area.
This same contract also provides for reserves for the Wolf Creek power.
The License Conditions have been very helpful in KEPCo's planning and they have been especially helpful in allowing KEPCo to take steps toward accomplishing those plans.
