SUMMARY

OF HEETING WITH GEORGIA POWER C0ftPANY TO DISCUSS THE USE OF A 15% DAMPING FACTOR FOR THE DESIGN OF THE CABLE TRAY SUPPORTS A neeting was held at NRC Headquarters, 7920 Norfolk Avenue, Bethesda, Maryland on Wednesday, February 3, 1982. The applicant, Georgia Power Company (GPC), was represented by members of GPC, Southern Company Services, and Bechtel Power Corporation. The NRC was represented by members of the Division of Licensing and Division of Engineering,_ Structural Engineering Branch (SEB). An attendance list is attached (Enclosure 1).

On December 9,1981, by way of a conference call, the applicant infomed the NRC of its use of higher damping values in the design of Vogtle's cable tray supports. At that time the staff raised certain issues, and as a result, GPC requested this neetiieg to discuss in more detail the use of a 15% damping value for both the Operating Basis Earthquake (ORE) and the Safe Shutdown Earthquake (SSE) design, in lieu of the PSAR commitrent (for welded structures) of 2% danping for OBE and 4% damping for SSE.

Subsequent to the conference call on Deconber 9th, the applicant submitted a draft report (Ref.1) in response to issues raised by the staff. During the neeting the applicant presented additional detailed infomation that included:

a) a description of the Vogtle supports and the plant's seismic zones, b) the pertinent test data from the ANCO testing program (Ref. 2), c) the proposed design danping curve for Vogtle, and d) additional clarification to questions raised by the staff. Bar.ed on the applicant's presentation and supporting naterial, prior review and approval by the NRC staff of the 15% damping value for Callaway and Grand Gulf, and further discussion between the staff and applicant, a decisica was made by nenbers of the Structural Engineering Branch that for the Vogtle specific cable tray design, use of a 15% danping.alue for both 00E and SSE is acceptable, and the applicant may proceed with such a design.
