investigation in response to the Nuclear Regulatory Commission, Region III, Office of Inspection and Enforcement investigation (IE Report No. 81-1L) of the Palisades Security Program during the period June 23, 1981 through July 9, 1981. Attached for your information is the final report of Consumers Power Company's audit, conducted for the period July 13, 1981 through September 10, 1981.

The report documents eight scope items.

It focuses on specific areas of concern expressed by the URC, observations and results discovered and reco= endationt for remedial action. The rcport also incorporates results of a written survey administered in an effort to assess the attitudes and morale of the plants' security officers.

Data collected during the course of the audit have been documented by Censumers Power Company and are available to substantiate the observations described in this report.

A follow-up audit of the Palisades Security Program, tentatively scheduled for June 1952, vill be included in the 1982 annual audit to assure that the corrective actions indicated in the attached report have been implemented.

It is our judgement that the corrective actions that have been and vill te implemented, as described in the attached report, constitute closure of this investigation.

We request that the attachment be withheld from public disclosure in accordance with 10 CFR 73.21(c)(2).
