Your letter (Reference 1) requested infonnation on how our STA's meet the guidance that they have the equivalent to a bachelor's degree in a scientific or ergineering discipline. 'Ihe LACBUR STA qualification program emphasizes two important attributes that candidates being considered as STA's must possess - technical training and nuclear experience. The training must have been obtained in a formal prcyram, such as via a science or engineering degree or the U. S. Navy Nuclear Program.

We feel a technical degree in itself does not guarantee that a person will be helpful as a Shif t Technical Mvisor during an emettjency. 'Iherefore,

experience in the nuclear field is also a pmrequisite. A degreed engineer or scientist is mquired to have a minimum of one year of nuclear experience, six months of which must be at LACBWR, prior to functioning as an STA. An individual without a technical bachelor's degree must have worked at the plant for at least four years prior to becaning an STA. Any STA candidate must be a member of the plant management staff prior to being considered.
