50-260 50-296 In my letters to you dated October 28, November 3, and November 20, 1981, we provided you with information regarding integration of the overall workload resulting from NRC commitments to Browns Ferry Nuclear Plant. Our plans were discussed in a September 30, 1981 meeting with your staff and in a subsequent meeting with V. Stello on December 2, 1981. In our submittals and in our meetings with NRC on this matter, we have indicated that we will not be able to meet a number of commitment deadlines because of the tremendous workload at Browns Ferry and its overall impact on plant safety.
While we have not received any adverse reaction regarding our proposals, we are very concerned that we have not received any formal approval from you, especially in light of the fact that we are roughly two-thirds through our 160-day unit 3 refueling and torus modification outage. As indicated in my November 3, 1981 letter to you, we are proceeding on the basis that deferral of a number of commitments is acceptable. We anticipate starting up unit 3 on April 9, 1982, and any change to the plans outlined in my November 3 letter will have a very detrimental effect on this outage.
We would appreciate your informing us of your position on this matter as soon as possible.
