i We have reviewed the concerns stated in the above referenced letter 1
in.. regard to our December 16, 1981 response to item A of the Notice of Violation identified in your November 17, 1981 letter (16E Inspection. Report No. 50-312/81-28). We offer the following discus-sion of specific actions that will be taken to preclude recurrance of similar si tuations.

To ensure proper notification of the Nuclear Regulatory Commission of releases of the type that occurred on February 11, 1981, the following administrative measure will be implemented at Rancho Seco. Upon determination that any uncontrolled release has occurred and has been found to approach or exceed 50% of a Technical Speci fication limit, the staff of the Technical Assistant for the District's Manager of j
Nuclear Operations will notify the NRC Resident inspectors of the circumstances surrounding the release.
it is noted that the District will contine to comply with 10CFR50.72(a)(8) ir reporting by immediate noti fication any and all abnormal or. unexpected i
releases.
Additionally, releases that exceed Technical Specifications limits will be reported as provided in Appendix B of the Technical Spec i f i ca t ions.
