Centlemen:

I have requested and received authorization to dismantle the Lynchburg Pool Reactor (LPR) in preparation for the eventual termination of License R-47.

The fuel associated with this reactor was shipped off site in Novemt.cr, 1981. Activities associated with the dismantling of the facility are now in progress.

In-as-much as SNM of moderate or low strategic significance is no longer possessed at the LPR facility and that the facility can no longer operate, 1 feel that reducing the level of security provided to thi.= facility will not reduce the effectiveness of the Reactor Security Plan.

Attached are revisions to the Lynchburg Research Center, Reactor Secarity Plan, dated May, 1981. The effect of these revisions is to remove the designations of Controlled Access Area and Security Area from the LPR and to apply controls to this area similar to those in use throughout Building A. Revisions to the plan should be made in accordance with the attached instruction sheet.

1 am also attaching a check in the amount of $600.00 to cover the fee for this administrative amendment.
