This refers to the QA program inspection conducted by Mr. J. W. Sutton of this office on December 7-11, 1981, of your facility at El Cajon, California, and to the discussions of our findings with ifr. R. Mathias, General llanager, and members of your staff at the conclusion of the t
inspection.
This inspection was made to confirm that, in the areas inspected, your QA program is being effectively implemented. The inspection effort is not cesigned to assure that unique quality requireuents imposed by a customer are being achieved; nor to assure that a specific product, component, or service provided by you to your customer is of acceptable quality. As you know, the NRC requires each of its licensees to assume full responsi-oility for the quality of specific products, components, or services procured from others. You should, therefore, not conclude that the HRC's inspection exempts you from inspections by an N9C licensee or his agents, nor from taking effective corrective action in response to their findings.
Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.
Within the scope of this inspection, we found no instance where you failed to meet NRC requirements, uB8

Docket No. 99900114/81-02 and (b) submit within 25 days from the date of this letter a written application to this office to withhold such information.
If your receipt of this letter has been delayed such that less than 7 days are available for your review, please notify this office promptly so that a new due date may be established. Consistent with section 2.790(b)(1), any such applica-tion must be accompanied by an affidavit executed by the owner of the information which identifies the document or part sought to be withheld, and which contains a full statement of the reasons on the basis which it is claimed that the information should be withheld from public disclosure. This section further requires the statement to address with specificity the con-siderations listed in 10 CFR 2.790(b)(4). The information sought to be withheld shall be incorporated as far as possible into a separatu part of the affidavit.
If we do not hear froa you in this regard within the speci-fied periods noted above, the report will be placed in the Public Document Room.
