Dear Ms. Adensam:

Subject:

NUCLEAR PROJECT 1 APPROVAL TO USE ASME SECTION III EDITION AND ADDENDA In accordance with Article NCA (NA) 1140 of the ASME Section III Code, the Supply System requests approvals to apply specific provision of Section III Code Edition and Addenda that are of later issue then those applied to the affected components during their fabrication.

A.

Borated Water Storage Tank The Borated Water Storage Tank for WNP-1 is being fabricated to the requirements of the 1974 Edition of the ASME Section III, Sub-section NC Code (to the Summer of 1975 Addenda). The Supply System contract specification binds the contractor to this Code Edition and Addenda.

In accordance with Article NCA (NA) 1140 of the ASME Section III Code, the Supply System is requesting approval to apply the specific paragraph NC 5280 of provision of the 1977 Edition of the Code for the examination of the tank.

In the 1974 Edition, under NC 5282.7, examination by magnetic particle or liquid penetrant is required after hydrotesting for all welds and heat affected surfaces. These welds were previously examined, according to the Code, by radiography and magnetic particle or liquid penetrant methods.

The requirement for an additional surface examinat-ion after hydrotesting was deleted in the 1977 Edition.

We believe the additional surface examination after hydrotesting would not provide any useful information beyond the testing performed before hydrotest.

The deletion of the surface examination after hydrotest does not waive the acceptance criteria that the welding was inspected to before hydrotesting.

Demineralized Water Storage Tank The Demineralized Water Storage Tank for WNP-1 was fabricated in accordance with the requirements of the ASME Section III 1974 Edition, Summer of 1975 Addenda, Subsection ND.

This edition of the Code, under ND-6520, requires the' testing of the relief valve in conjunction with the final hydrotesting of the tank.

In accordance with Article NCA (NA) 1140 of the ASME Section III Code, the Supply System is requesting approval to apply the spe-cific provision, Subsection ND Article ND-6520 and ND-7800 of the 1977 Edition of the ASME Section III through the Winter 1978 Ad-denda.

The later edition requires the relief valve manufacturer to perform the final testing of the relief valve. The relief valve, to be supplied by others, will not be available for approxi-mately nine months.

The tank contractor has been given authoriza-tion to proceed with all applicable final testing. All tests were completed and found acceptable except for the relief valve require-ments.

The contractor supplying the relief valve will perform the necessary final testing of the valve.

We would appreciate receiving your approval to use these specific provi-sions of the later Code Edition and Addenda by March 22, 1982.

Very truly yours,

/&
