Supplement No. 1 to Proposed Change No. 176
Dear Sir:
Enclosed is Supplement No. 1 to Reference (b) which contains information re ga rdi ng the requested change to the Technical Specifications.
PROPOSED CilANGE Reference (b) requested a change to the Yankee Plant Operating License No. DPR-3.
The change involved the Incore Instrumentation System.
The following changes supercede the changes originally requested.
1.
Modif y Specification 3.3.3.2 to allow for a change in the number of ope ra ble incore neut ron detector thimbles for the remainder of Cycle 15 powe r opera tion.
2.
Modify Specifications 4.2.1.2, 4.2.2.1, 4.2.2.2, and 4.2.3.2 to allow for the calculational dif ferences which must be implemented when different numbers of incore neutron detector thimbles are o pe ra b le.
RE ASON FOR CilANCE The reasons supporting the requested change are the same as those given in the original proposal. The only dif ferences in this supplement a re 1) the manner in which the operability of the Inc o re Instrumentation System is documented in the Technical Specifications, and 2) the manner in which certain core parameters a re calculated for the different operating modes of the Incore Instrumentation System.
SAFETY CONSIDERATIONS This change, as supplemented by this letter, involves the gathering of data suppo rting react or core opera tions. Operation within the proposed Technical Specification will not endanger the health and safety of the public.
This supplement has been reviewed by the Nuclear Safety Audit and Review Comm i t t e e.

which was determined to be a Class III amendment, and for which a payment of
$4,000 has been submitted.
SCHEDULE OF CHANGE As discussed with your staff, Yankee is requesting an expedited review of this Proposed Change.
ADDITIONAL INFORMATION During discussions with your staf f regarding the original proposed c ha nge, a request was made for inf o rmation about how incore measurements a re made and how the various core parameters are calculated. What follows is a description of some of the calculational methods for the existing Specification as well as the proposed Specificaton.
Ulth 12 or more neutron detector thimbles operable, the core power distribution is determined on a full core basis using distance weighting f rom the inst rumented thimbles. The Yankee core has rotational quarter core symmet ry and the option exists to rotate all thimbles into one quadrant.
Both the full core and quadrant rotation options will be used to monitor power dist ribution if two of the following thimbles: F-2, G-6, F-7, o r H-7, become I nope ra ble.
The most conservative value of the peak full power LHCR determined by the two methods will be used to determine the allowable thermal power.
