We have just spoken on the telephone and you suggested that I write and forward the commer s which I asked to have entered into the record at oral presentations to the Commission regarding the exemption request by DOE.

I am writing on behalf of women like myself, mothers and homemakers, who cannot travel to Washington D.C. or hire an aggressive lawyer to make a 2 minute speech presenting our point of view.

I believe the majority of Americans are opposed to any speed-up in the licensing of nuclear reactors, especially the breeder.

An exemption in this case will increase the cynicism, distrust, and apprehension that the people feel towards our government when decisions are made against the vast public interest and in favor of an industry which has not shown itself to be adequately concerned about the public health and safety.

We have enough plutonium in the world. Plutonium is a deadly element, not found in nature, and our planet cannot afford to produce plutonium in the vast quantities projected in the breeder program.

Whatever the merits of the Clinch River Breeder Reactor may be (and I say they are non-existent) the onus is on the applicants to prove such merits through the full licensing process. Anything less will add to the already extreme crosior at confidence of the people in the Nuclear Regulatory Commission and in the electric utility industry.
