6 Subj ect: Withholding Infomation From Public Disclosure - CAW-81 Byron Station, Units 1 and 2 and Braidwood Station, Units 1 and 2 By your a9 plication, dated Novmber 13, 1981 and affidavit AW-76-11, dated May 14, 1976, you transaitted naterial on loop blowdown force criputation and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790.

Your reasons for recuesting withholding of this material were:

1.

It contains infomation which compares blowdown force calculations done by various Westinghouse computer codes that have been held in confidence by Westinghouse.

2.

The information contains test data relative to a process, the apoli-cation of which secures a canpetitive economic advantage by optimization or improved marketability.

3.

It reveals asp _ects of past, oresent or future or customer funded development plans and programs of potential coviercial value to Westinghouse.

4.

The use of this information by competitors would give then a market advantage and diminish the years of Westinghouse efforts in developing the information and expending considerable resources to perfect the process.

Release of this information to the public would hinder the competitive status of Westinghouse.

We have reviewed your application and material based on the requirements and criteria of 10 CFR 2.790 and have determined that the above-mention-ed document sought to be withheld contains trade secrets or proprietary connercial information.

We also have found at this time that the right of the public to be fully apprised as to the bases for and effects of the proposed action does not cutwelqh the denonstrated concern for protection of your competitive position. Accordingly, we have determined that the information should be withheld fron public disclosure.

We therefore approve your reouest for withholding oursuant to Section 2.790 of 10 CFR Part 2 and are withholding the loop blowdown force co putation submitted by your letter, dated November 13, 1981 from public 1.ispection as proprietary. A non-proprietary version of this infomation has been placed in the Comission's Public Docunent Room at 1717 H Street, N. W., Washington, D. C.

Withholding from public inspection shall not affect the riqht, if a ty, of persons properly and directly concerned to inspect the documents.

If the need arises, we nay send copies of this infomation to our consultants working in this area. We will, of course, assure that the consultants have signed the appropriate agreements for handling proprietary data.

If the basis for withholding this information from oublic inspection should change in the future such that the information could then be nade available from public inspectiori, you should promotly notify the HRC.
