DEscairtlON OF auf NDMINT/MODif tCAllON Whereas, the contractor notified the Government of the anticipated incurrence of costs in excess of the established contract amount; and, Whereas, the Go/ernment issued a Stop Work Order on September 2,1982 in order to assess the outcome of subject contf act; and, Whereas, the Government has determined that performance shall continue herein, Now, therefore, re ocation of the Stop Work Order is effective upon final execution of modiiication five (5) by the Contracting Officer, and the Contractor is instructed to continue performance of s' aid contract as amended below:

The contractor shall complete analyses and ptepare reports in accordance with the following performance ;chedule for the NFS, Exxon, and B&W facilities.
For completion of these facilities, funding in the
. amount of $35,000.00 is hereby allocated, of which $31,885.00 is for allowable costs and $3,115.00 the fixed fee.

The contractor shall commence performance on the General Electric (Wilmington, NC), United Nuclear (Uncasville, CONN), Combustion Engineer (Windsor, CONN),
and Westinghouse (Columbia, SC) facilities in accordance with subject contract as amended.
As consideration for performance of these facilities, an additional $109,990.00 is hereby allocated for reimbursement of allowable costs.
Fee shall not be paid for any performance attributed to these facilities.
Pursuant to the foregoing, the following changes are made to subject contract:
1.
Task 2, paragraph 1 amended to provided P0 discretion in the number of inventory periods to be analyzed should read as follows:
Task 2.
The contractor shall identify the variance components which make up the variance of ID and variance of S/R differences by analyzing in detail the licensees' material control and material accounting data for the most recent 6 to 12 inventory periods for HEU and PU facilities and 6 to 8 inventory periods for LEU facilities or a lessor number of periods as determined by the Project Officer.
Funding in the amount of $28,385, is hereby allocated to support the SRD analyses which was incorporated under modification Two (2) of subject contract of which $26,066.00 is for allowable costs and 52,319.87 is for fixed fee.

Article II, Period of Performance, is amended to extend the period of l
performance from December 2,1982 through January 15, 1983.
I' Article V is deleted in its-entirety and the following substituted in lieu thereof:
"A.
Indirect Costs 1.
Indirect overhead costs shall be provisionally reimbursed at the rate of 153% of allowable direct costs for salaries and wages.
2.
General and Administrative expenses shall be provisionally reimbursed at 18.4% of total costs less General Administrative expenses and non-expendable. equipment.
3.
The final rates payable under this contract shall be negotiated in accordance with Clause No. 34 of the General Provisions entitled, "Ne;otiated Overhead Rates."
Pursuant to the foregoing changes, the Government's total monetary obligation
/is $144,990.00, of which $141,875.00 are allowable costs and $3,115.00 is the allowable fee.
Therefore Article IV, Consideration and Payment is amended to read as follows:
1.
It is estimated that the total cost to the Government for performance of this contract will be $ 348,403.87. of which the sum of $ 349,318.00 represents the estimated reimburseable costs, and of which $19,085.87 represents the fixed fee.
2.
Total funds currently available for payment and obligated to this contract are $?l8,000.00 of which $203,137.00 represents the estimated costs and $14,863.00 represents the fixed fee.
For further provisions of funding, see the General Provisions, Clause No. three (3) entitled, " Limitations of Funds."
