CLINCH RIVER BREEDER REACTOR PLANT REPORT:
REQUEST FOR AUTHORIZATION UNDER 10 CFR Sec. 50.12 TO CONDUCT CERTAIN SITE PREPARATION ACTIVITIES The enclosed report has been prepared for your use in considering the merits of the Clinch River Breeder Reactor Plant (CRBRP) exemption request. As you instructed, we are making no recommendations on the merits.
Our purpose is to identify the technical and policy issues raised by the request, to summarize relevant background information, and to summarize the positions of the participants on the issues.
On certain environmental, legal and cost issues discussed in the report we have included staff evaluations which present conclusions.
These are provided in anticipation of your desire to have such evaluations for consideration in reaching a decision on the exemption request.
The report addresses each of the various factors of 10 CFR 50.12 that you must consider and balance in reaching your decision.
For each factor we have summarized the views of the Applicants, the Intervenors, and other commenters as deemed appropriate.
Attachment A contains a summary of the participants' responses to the questions included in your December 24, 1981, Memorandum and Order.
A legal analysis of the issues will be provided separately.
Our review of the record leads us to ctnclude that the record -- including the recent submittals by the Applicants and other parties -- is adequate i
for you to proceed with the oral presentations as scheduled.
We do not believe there is a need for additional written submittals at this time.
Any supplementary clarification presumably can be elicited during the oral presentations.
