Dear Chairman Palladino:
Enclosed is copy of testimony which I have submitted to the United States Senate Appropriations Committee and Energy and Water Resources Subcommittee. My original intention was to release the statement to the press the day af ter the scheduled hearing in Harrisburg this past Thursday, January 21, 1982. However, as you are aware, that meeting was rescheduled for February 2 due to inclement weather and I decided to release my statement as scheduled due to the merits of the issue.
It is not my intent to arbitrarily or capriciously enter the public debate on this issue. However, my concerns are real and I believe reflect the prevalent attitude among the people of Dauphin County.
It is in this spirit that I write to you today.
I suggest that clean-up be financed through a continuation of the deferred energy surcharge which would provide over $35 million in continuing revenues as a trigger to receive the $25 million in Phase II.
Ratepayers are already accustomed to this surcharge and, while a continuation of this payment may be viewed as a financial hardship, the consequences of a premature restart and subsequent failure of Unit I would undoubtedly produce a much more severe financial handicap to both the ratepayers and GPU Nuclear.
Of course, by keeping restart and clean-up separate issues, we are all ensuring maximum levels of safety for the public.
