Dear Mr. MacDonald:

in the consolidated ap;,lication for the renewal of Certificate of Compliance No. 5294 for the G.E. Model 700 shipping container, it is stated that the in-ternal pressure of the cask would not reach 100 psi for 1500 watt wet ship-ments under the hypothetical accident conditions (Ref. 2, Sec. B, Exhibit A, Pg. 6).

As the cask is equipped with a 100 psi relief valve, this implied that there would be no loss of coolant during the accident conditions.

However, a new analysis of the cask using the Transient Heat Transfer-Version D computer program (THTD) indicates that the 100 psi pressure level will be exceeded. General Electric believes that further analyses are necessary to demonstrate that the loss of coolant will not result in any degradation of the cask contents.

Until these additional analyses are completed and submitted to the Commission for review and concurrence, General Electric will suspend all wet shipments.

During this interim period, General Electric will not rent the Model 700 to other licensees for wet shipments unless the Commission has approved their loading.

Dry shipments remain unaffected.
