Th e meeting will please come to order.

4 The subject of today's meeting is a briefing 5 by the Regulatory Reform Task Force.
But before we get 6 to that item, we ha ve one item of affirmation which was 7 scheduled for this afternoon at 3:00 p.m.
and which
.8 because of timing constraints we should handle this 9 morning.
10 In order to do so, we vill need a short voice 11 vote.
The item is SECY 82-33 Commission Orr.er Re 12 Hea ring Bequests of the City of West ChicrJo.

The paper is SECY 82-33 Commission 17 Order Regarding Hearing Requests of the City of West 18 Chicago on which the Commission has approved.the order 19 which was circulated to you on yesterday; Chairman 20 Palladino, Commissioners Ahearne and Roberts voting to 21 approve the order, Commissioner Gilinsky and 22 Commissioner Bradford voting to disapprove the order.
23 The separate views of Commissioner Gilinsky and
(_m) 24 Commissioner Bradford will be attached to the Order.

Since I 5 have not yet seen Commissioner Bradford's, it is 6 entirely possible that I migh t have an additional 7 comment of my own to add upon seeing that.
8 And I will not add a comment with re'spect to 9 Commissioner Gilinsky's, but I would mention tha t I do 10 not share his belief in the rapidity with which +he 11 hearing process could be completed.

1 practice of this Commission to exchange views before we 2 made a decision.
We seem to have shifted.
3 MR. CHILKs In view of the time constraints, 4 novever --
5 COMMISSIONER AHEARNEa We have shifted 6 because, as we all know, the federal hearing process 7 requires us to have something in Chicago no later than 8 tomorrow.
And the people who are filing the dissents 9 have apparen tly waited until quite late to do it.
10 COMMISSIONER BRADFORD:
Just a minute now.
11 (Laughter) 12 COMMISSIONER BRADFORD:
The fact is : hat it is 13 a 3-to-2 vote, and there was a 2-to-2 vote as of the

14 night before last.
So the people who are filing the 15 dissents did not know what they were filing dissents or 16 were in the majority until roughly 6:00 o' clock Tuesday 17 evening.
18 Now, it is true that I did wait f rom Tuesday 19 evening until Thursday morning, but that does not seem 20 to me to be unduly long an amount of time.
