s Gentlemen:
On February 11, 1981, we sent you an Order requiring the submittal of a Radiological Contingency Plan prepared in accordance with a Standard Format that was included as Enclosure 1 to the Order. On July 27, 1981, your Mr. W. F. Kirk sent us a letter referencing earlier UNC documents, and a copy of the Connscticut Emergency Operations Plan. The submittal fell far short of conplying with the Order.
On October 1,1981, I sent a letter to Mr. Kirk informing him that the earlier submittal was not acceptable and that a Radiological Contingency Plan must be submitted in compliance with the Order. Mr. Kirk responded by sending us, on November 12, 1981, two pcckages:
(1)'a UNC Emergency Manual prepared in 1976 and previously submitted to the Commission on September 12,1978, and (2) a mass of classified information that appears to be intended to satisfy the requirements of Sections 1 and 2 of the Standard Format but which is largely unusable for incident response purposes.
Mr. Kirk's letter of November 12, 1981, which transmitted the (unclassified)
Emergency llanual, stated:
"We have in general complied with the standard fomat given as enclosure 1 of ref.1." We disagree and request that you comply with the February ll, 1981, Order no later than March 5, 1982.
We believe that your Radiological Contingency Plan for the Montville facility can and should be prepared as a completely unclassified document. The process and facility can be described in general terms, as in your unclassified Environmental Report.
In this regard, please note that only in Chapter 1 of your Plan may you incorporate by reference infomation from other documents.
When documents are referenced, specific sections, paragraphs, and page numbers must be cited. Note.also that the numbering system of the Standard Format should be followed at least down to the level of sections such as Section x.y.x.
