SUMMARY

OF MEETING ON JANUARY 22, 1982 WITH GPU NUCLEAR AND PEOPLE AGAINST NUCLEAR ENERGY (PANE) CONCERNING PSYCHOLOGICAL STRESS RELATING TO THE RESTART OF TMI-1.

Intmdyttion On January 7,1982, the U. S. Court of Appeals for the District of Columbia ordered the Commission to conduct an environmental assessment (EA) regarding the effects of the proposed restart of TF11-1 on the psychological health of neighboring residents and on the well being of surrounding communities. The Commission was further directed to determine on the basis of the EA whether the National Environmental Policy Act (NEPA) requims preparation of a full environmental impact statement.

The Court ordered the Comission to take the above actions prior to authorizing the restart of TMI-1. The purpose of this meeting was to meet with GPU Nuclear and PANE to exchange ideas and information on how the NRC and the licensee should approach this task and to determine what actions have been taken to date. A list of the meeting attendees is enclosed.

PANE taped the meeting and agreed to permf t GPU Nuclear to make a copy of the tape.

Discussion The Staff reported that the Commission had instructed the Staff to imediately initiate the preparation of an environmental impact assessment, pending receipt of the Appeals Court opinions and final determination of further litigative and/or legislative actions.

The Staff has also been directed to report back to the Commission within a month with a status of its efforts.

The Staff has organized a workshop of recognized experts in the areas of perception.

The purpose of the workshop, which will be held on February 4 and 5,1982 in McLean, Virginia, is to examine the applicability of existing

knowledge relating to evaluation of psychological stress as it pertains to THI-1 restart.

It is hoped that this workshop will help determine what reasonably can be expected fmm an EA and how it best can be conducted. Parties to the Appeals Court case will be invited to the workshop as observers. A report on the results of the workshop will be provided to the Staff within 10 days of the workshop.

Q T111-1 The licensee expressed concern that it is difficult to estahlish a useful program without the Court opinions. The licensee also questioned the need for additional study of this issue noting the problem of establishing credibility. The licensee's counsel has however, retained consultants to perfonn literature searches, analyze various reports on the accident and conduct other specific studies related to psychological stress. The licensee also requested and the staff agreed to supply a bibliography of available reports on psychological stress related studies.

TANE indicated that they felt some additional study of psychological stress will be needed to make an EA meaningful. PANE also indicated that they would like to have their consultant participate in the workshop in McLean.
