Millstone Nuclear Power Station, Unit No. 3 Response to IE Inspection 50-423/81-14, Appendix A During the period between October 30, 1981 and Novc=ber 30, 1981, the NRC Office of It.cpection and Enforcement conducted a routine safety inspection of selected areas of the Millstone Nuclear Power Station, Unit No. 3.
As a result if that inspection, Reference (1) was transmitted to us for response.
Pursuant to the provisions of 10 CFR 2.201, Northeast Nuclear Energy Company (NNECO) hereby is submitting a response to the Notice of l
Violation, Appendix A, paragraphs A and B.
Our resp.:ases summarize the violation and then state the corrective and preventative action we have or will take concerning the violation.
VIOLATION APPENDIX A, PARAGRAPH A On November 25, 1981, the internal heaters for 4160 volt switchgear l
panels NJS-US-6A, -6B, -7A and -7B were not connected to an electrical power source. This condition had existed since the panels were placed l
in storage on May 4, 1981. Also, maintenance inspection records in-correctly indicated that on July 10, 1981 and October 9, 1981, the heaters for these switchgear panels were energized and functioning.

.. CORRECTIVE ACTION The maintenance and inspection records incorrectly indicating that the heaters for the above switchgear were energized and functioning was a result of an isolated instance of human error. The following actions were taken to correct the improper storage condition:
r o The heaters for the above panels were energized on November 25, 1981.
o An unsatisfactory inspection report, X1000625, was issued on November 25, 1981, for Engineering review to determine if the period of storage without heaters may have caused damage to the panels. Engineering review indicated that no damage was evident and the inspection report was closed on January 22, 1982.
PREVENTIVE ACTION o A review was immediately undertaken by Construction storehouse personnel to insure that no other equipment was in the scme condition, o Interoffice correspondence between Field Quality Control in-spection and Construction Preventive Maintenance requested that Field Quality Control be notified prior to the performance of the initial maintenance to insure Quality Control verification and that equipment is included as part of the storage surveillance.
VIOLATION OF APPENDIX A, PARAGRAPH B As of November 25, 1981, prompt action had not been taken to correct verious deficiencies associated with items in storage identified 4
by the following S&W unsatisfactory inspection reports:

X1000416 - Waste Evaporator X0000077 - Chiller Surge Tank X1000158 - Component Cooling Rust is appearing through protective coatings for above items.
Con-struction will restore protective coatings in warmer weather - April or May 1982.
e' X1000079 - Disposition complete, the inspection report was closed December 8, 1981.
X7050133 - Superseded by Nonconformance and Disposition report 6708; issued July 20, 1977. Twelve stainless steel tanks were identified to have arc strikes, weld spatter and in-dications of carbon steel contamination. Rework has been completed by Construction and the N&D presented to Field Quality Control. Upon satisfactory inspection, the N&D will be closed.
PREVENTIVE ACTION o Ota December 4, 1981, a conference was held with Construction, Quality Control and Engineering management to discuss and take prompt action on corrective action items including old and current unsatisfactory inspection reports, nonconformance and disposition reports, and nuclear regulatory findings.
1 Construction responsibility for corrective action has been assigned o
to an individual for prompt follow-up.
o Corrective action items have been added to the agenda for the weekly Construction meeting between Stone & Webster and NNECO to ensure required action is maintained current.
