SUBJECT:
SKAGIT/HANFORD CP APPLICATION SITE H0VE REVIEW SCHEDULE MEETING - JANUARY 7,1982 On January 7,1982, at the request of the applicant, a meeting between repre-sentatives of the Skagit/Hanford Nuclear Project (S/HNP) construction permit applicant, the Washington state Energy Facility Siting Evaluation Council IEFSEC),
URS Company, and the NRC staff was held in the Phillips Building in Bethesda.
The meeting was held to discuss the environmental and safety review schedule of the recently anended Environnental Report and the amended PSAR. The applicant transmitted the anendments to the ER and PSAR.he last couple of days of Decenber 1981.
The amendments contain information relative to Skagit's site nove to the Hanford Reservation in eastern Washington state. Some fifteen copies of the amended ER arrived at NRC headquarters on December 31, 1981, as planned by the applicant.
However the amendments to ER and PSAR were docketed on January 4,1982, when the remaining number of required copies arrived to conplete the package.
Jan Norris, the Environmental Project Manager, led the first part of the meeting discussing the various paths the ER review could take. Staff inforned the appli-cant that if a shortened schedule that called for DES issuance in April and FES in late July were adopted, the normal courtesies afforded to late comments to the FES would he abbreviated and probably incorporated into the hearing process. The applicant requested the shortened schedule be adopted and all parties are proceed-ing with the schedule noted in E. Adensan's Decenber 14, 1981, neno to Branch Chiefs and William Regan's December 30,1981, meno.
The environmental review of the Skagit/Hanford CP application is a special and unique case. Washington state's EFSEC is taking a major responsibility and cooper-ating with NRC to publish the DES and FES. Bill Fitch, the executive secretary for EFSEC, expressed concern about the lines of communication between NRC and EFSEC during the review of the ER.
EFSEC, Staff, and URS (S. Fusco representing) agreed that the applicant must be timely in responses to questions, and the lines of con-munications between all parties to the review must be open to meet the extremely short schedule, i

s s The applicant requested Geosciences Branch assign the same reviewers to the Skagit/
Hanford site review as are assigned to the WNP-2 Operating License review. Bob Jackson, Geosciences Branch Chief, explained that the assignment of separate reviewers to Skagit/Hanford would not inpact the congruency of the WNP-2/Hanford Reservation /Skagit seismology / geology review.
Discussions between F. T. Thomsen, applicant's counsel, and R. Black, staff counsel, acknowledged the possibility of intervention from Mr. Lloyd Marbet, of Forelaws on Board, and the Yakina Indian Tribes. Additionally it was decided that the applica-tion notification and the focal point for public comments rests with the NRC.
The applicant requested a review scenario of the PSAR amendment similiar to that used for the THI NTCP/ML action items amendnent. The licensing project manager informed the applicant that a formal set of questions would be transmitted to the applicant and that the staff would be amenable to open work meetings in Bethesda to resolve possible site suitability issues and responses to questions. The staff infomed the applicant that the safety review would include site suitability issues, generic unresolved safety issues, and a review of nasonry walls. Further, the applicant was infomed that they are required to officially amend their docket if they intend to use similiar responses of another applicant.
