STENT GENERATOR 1B LEAKAGE AT ZI0'l STATION
- W This meno is to provide a chronology of the events to-date on the Zion Unit ~~
No. I steam generator 1B leakage and the Comonwealth Edison Company (Ceco) request for a technical specification change. As of today, the Zion Unit No. I has not violated any technical specification limit due to this problem.
We are continuing 'to follow the licensee's actions very closely and to develop whatever additional infomation might be benefic.ihl to a possible decision on technical specification changes.
Prior to January 20, 1982 - Lentine (CECO) has informed Wigginton of leakage buildup but does not appear to be a problem.
Prior to November 30, 1981 - OIE inspection reoort identified leakage and and no items of noncompliance.
Report received January 26,1982 in NRR.
January 20, 1982 - Telecon with Lentine on need for TS now rather than wait.
January 21, 1982 - Letter telecopied to NRR dated January 21, 1982 requesting deletion of 500 GPD limit.
- Telecopy of leakage data and graph from Lentine.
- Meeting with ORAB and MTEB to discuss proposed TS action.
January 22, 1952 - Telecon with Lentine and MTEB on ISI of pipes and valves on 1B steam generator line out to first isolation on all l
lines.
Ceco did visual leak check and all OVs.
- Telecon with Lentine and W.
W to discuss data with IREB and consider Zion S. G. iiispection to determine cause.
- Telecon with Lentine reporte<i 406 GPD.
January 22, 1982 - Telecon with R. ',fiener, L. Kofsey of ' DOE on.need for power.
DOE reports Chicago area short thru the weekend.

January 28, 1982 - Telecon with Lentine reports 4.6 G'PD and Ceco should have operators review the S. G. tube rupture E0P's.

tube break analysis but does not mention I.
- Telecon with R. lleiner/L. ifofsy on need for power.
DOE reports Chicago area short on reserves thru next week.
January 29, 1982 - Telecon with Lentine on TS for Iodine, NUREG-0651, y TS 3/4 4.9, and possible simulator run on D. G. tube break E0P.
As it now stands, the 1B steam ganerator is leaking below the Ts limit, the 1B steam line has been visually checked, the operators have been made aware of the problem, the licensee is looking at coolant activities to assess potential releases in the unlikey event of a S. G. tube break, '.f is working with Zion on the problem, and the Chicago area remains short on power

reserves to meet the peak requirements experienced this winter. Zion 1 is in compliance with their technical specifications even with the leakage.
