The District had recognized the necessity for increased staffing in the Licensed Operatcr area prior to the issuance of the interin. criteria.

Current efforts to establish a six-crew rotation are progressing,. but full compliance with the interim criteria is seriously affected by~the.

one-year experience requirement for senior reactor operators licenses.

Attached is a schedule for training which indicates when various classes of hot license training are expected to start and when the licenses-would be expected to be obtained. The schedule is based on needing 12 senior reactor operators and 12 reactor operators. Par.t A of the schedule does not take into account attrition of the licensed personnel. Part B of-the schedule assumes approximately a 30% attrition rate. The interim requirements and the overall impact on the industry of the requirement j

that licensed operators have actual operating experience give reason to assume Part B is more realistic.

The. District will submit a Proposed Technical Specification Amendment reflecting the.new criteria as soon as actual staffing at Rancho Seco would allow full compliance.
