c3 Licensing Board for Indian Point hold aio.'hRon[c" afety and hb Atop We are writing to request that 7
r of the evidentiary hearings for this proceeding in New York City.
We would also like to request that some limited appearance sessions be held in New York City.
It is important that our constituencies be afforded an opportunity to participate in the Indian Point safety investi-gation without undue inconvenience.
Because of New York City's'high population density and proximity to Indian Point, there is concern for the safety of city residents in the event of an accident.
A potential release of radioactive materials could require protective actions in New York City.
Yet, to date, the only emergency preparedness pro-visions mandated are for the monitoring of air, water, and food-stuffs.
There are no plans for sheltering or evacuating portions of the public in New York City should that become necessary.
Instead, emergency measures for New York City are left to be taken on an ad hoc basis.
There is considerable interest in the Indian Point pro-ceedings among New York City groups, individuals, and elected officials.
When the Union of Concerned Scientists petitioned the Nuclear Regulatory Commission in 1979, the New York City Council held a series of hearings on Indian Point.
Several New York City groups, as well as a majority of City Council members, have requested to participate formally in the Board's proceedings.
It is our concern that the hearings be accessible to all those affected and that the public be given the opportunity to present their views to the Board, p5g
.5 Sincerely, p
