Dear Sir:
In accordance with an NRC request (Ref.1) Boston Edison Compa iy has reviewed its implementation schedule for NUREG-0737; Item I.A.1.3.2, Shift Manning, and
% identified a problem that will prevent us from meeting our 7/1/82 commit-ment date (Ref. 2). Our plan to meet this comciitment involved establishing a six shift rotation staffed in accordance with the recommendations of Item I.A.1.3.2.
Boston Edison Company currently has ten (10) licensed Reactor Operators and twelve (12) licensed Senior Reactor Operators.
To provide the additional operating staff necessary to satisfy its commitment, Boston Edison Company.
for the qualification of six (6) had scheduled simulator exams necessary(3) additional. Senior Reactor Operators additional Reactor Operators and three for January 1982. This' would have allowed ample time for training and NRC issuance of licenses consistant with our original commitment. However, due to the extended work hours necessary to complete other NUREG-0737 and outage related tasks during the current refueling outage, operator candidates were unable to devote the necessary time to prepare for these exams and the exams were rescheduled for July 26, 1982. This date was constrained because of the availability of Simulator Time.
Boston Edison is there' fore seeking schedular relief of twelve (12) weeks on NUREG-0737, Item I.A.I.3.2.
It is now anticipated that Boston Edison Company will be able to meet the NRC shift manning requirements by September 17, 1982.
