Dear Ms. Bell:
This is in partial response to your letter dated September 15, 1981 in which you requested, pursuant to the Freedom of Information Act, eight categories of records regarding the Washington Public Power Supply System (WPPSS).
At this time we are providing you with responses to those categories of your request for which search and review have been completed.
Category one.
NRC does not investigate industrial accidents at facilities regulated by NRC unless some nuclear / radiological issue is involved.
However, NRC staff located the two enclosed records, as identified under category one of enclosed Appendix A, that indicate there have been at least two accidents resulting in fatalities.
Category two.
Upon search of pertinent files, NRC staff located only two records that discuss possible foreign material.
These records, as identified under category two of Appendix B, are maintained in the appropriate NRC Local Public Document Room (LPDR), as described in my letters to your organization of June 10 and October 8,1981.
Category four.
All records regarding the WPPSS Quality Assurance Program are maintained in the appropriate NRC LPDR. These records consist of the Safety Evaluation Report, the Final Safety Evaluation Report, and correspondence between NRC and the licensee.
Category five.
All records relating to the granting of extensions of construction permits are maintained in the appropriate LPDRs.
For your information and assistance, we are enclosing a representative sample request for amendment to a construction permit, as identified under category five of Appendix A.
Category six.
i RC staff did not locate any records pertaining to the referenced accident and assume this was an industrial accident that did not relate to the quality of plant construction.

Category seven. The requested information appears in various inspection reports, as identified on Appendix B, which are maintained in the appropriate LPDRs.
Category eight. Upon search of pertinent files, NRC staff located no records pertaining to an investigative committee and the referenced accidents.
Issues of industrial safety practices or working conditions fall under the United States Department of Labor's Occupational Safety and Health Administration and the State of Washington's counterpart to that federal agency, not NRC.
