package registration in accordance with 10 CFR Part 71.
Section 71.12 of 10 CFR Part 71 requires as a condition of general licenseprovisionsanapprovedqualityassurance(QA) program. Accordingly, we are unable to register you for use of the package (s) requested at this time.
It will be necessary for you to obtain an approved QA program prior to the registration as a package user or the delivery of licensed material to a carrier for transport pursuant to 10 CFR Part 71.
In order to assist you in preparing an acceptable submittal, we have enclosed a copy of Draft Regulatory Guide TP-020-4 " Establishing QA Programs for Packaging Used in the Transport of Spent Fuel, High Level Waste, and Plutonium." You may wish to follow this (to the extent applicable) in preparing your submittal for shipments of wet uranium ore concentrates.
