This is in partial response to your letter dated December 29,1981, in which you requested, pursuant to the Freedom of Information Act, answers to a number of questions concerning embittlement at vessel walls in BWRs.

The Freedom of Information Act (5 U.S.C. 552) applies only to requests for, or access to, records.

Since your request is for information rather than access to records, it is not a proper request made pursuant to the Freedom of Information Act. We have referred your letter to the NRC office responsible for the subject area in which you have expressed an interest in obtaining answers to your questions. We have requested that they respond separately to your request.

Dear Mr. Lewis:

Your cards dated December 2,1981 to Harold Denton and December 4,1981 to Roy Woods regarding the pressurized themal shock (PTS) issue have been referred to me for response. You requested copies of your original letter (which was accepted as a petition for rulenaking) and.of the Federal Reaister notice regarding that petition. Copies are enclosed.

You also requested that we explain why "the HRC believes PTS is not a problem in boiling water reactors" (BWRs), and you wanted to know if any of the foreign PTS experience involved.BilRs.

We do not belie ~.e FTS is a' problem at BWRs because: fluence.at the vessel inner wall is icwer for nest BtfRs due to presence of the jet pumps (i.e., nore water is between the fuel region and the vessel); BWR vessels are thinner (due to the lower operating pressure, they are.

approxinately 6" thick Ys'. approximately 8" thick for PRRs) and th{s results in lower themal stresses by the approximate ratio (6"/8") =0.56; BWRs are more difficult to repressurize, due to valve setpoints (approxi-nately 1200 psig vs. approximately 2300 psig for RIRs), due to the larger void volune nomally present, and due to their nomal operation at saturation ccnditions; and finally operating experience does not show a history of significant PTS events at Bims (at dcnestic or foreign plants). For exanple, the plants centioned in the "Inside NRC" ' article you referenced (September 21,1981) are all RiRs. A few older, non-jet-punp BURS may experience a substantial degree of embrittlenent toward end-of-life.

Mcnever, for the reasons stated above, we do not expect PTS to be a significant problen for.those plants.
