E' PISOLIEION 1982-4 VdEREAS, the legislature of the State of Uashington has sponsored a project to perfcra "an independent study . . . of the feasibility of completion and operation of Washington Public Pwer Supply System G&PSS) Nuclear Projects Nos. 4 and 5"; and MEREAS, a draft report prepared for the' State of Washington Irgislature dated January 1982 is now available, hereinafter referred to as "the report"; and-MIEREAS, the report provides an examination of the Supply System Fiscal Year 82 Budget and found that if the construction of UNP-4 and 5 had not been halted, the two plants could have been completed within costs and schedules projected by the Supply System in its Fiscal Year 82 budget; and WHEREAS, the report further provides that the value in 1990 of the cost of power from UNP-4 and 5 levelized in constant 1980 dollars was estimated to be 41 mills /kWh for WNP-4 and 44 mills /kWn for M@-5. These costs are

'substantially less than the combined costs of terminating UNP-4 or 5 and building a coal plant to produce the power; and

. VdEREAS, the report continues that load forecasts prepared for the Independent Review indicate that the most likely rate of load growth'in regional electricity over the period 1980 to 2000 is about 1.5 percent / year. These forecasts are lower than many others that have been prepared for the region principally because . the Independent Review's fcrecasts take account of the relationship between loads and retail rates. In spite of these low rates of growth, additions to the region's electricity production capacity, beyond that which is currently under construction, will be required to balance the region's loads and resources in the 1990's; and MIEREAS, the report finds that the option of terminating MF-4 and 5, and adding other conventional resources in the 1990's to replace their output, is significantly more expensive than cocpleting MF-4 and :; and MIEREAS, the report further determines that if not all the output of the WNP-4 and 5' is needed by the region that under certain conditions output could be sold on the spot market in other rcgions; and MIEREAS, the Oregon Departnent of Energy in its 6th Annual Report dated January 1982 forecasts that an additional 3,500 megawatts of electrical energy will be needed between now and the year 2000 to serve additional load growth within the State of Oregon; and MEREAS, the Governor's Select Conmittee reported in the fall of 1981 that the power output of WPPSS 4 and 5 is needed and would be cost effective;

. and WHEREAS, over $2.25 billion of the Pacific Northwest region's resources is invested in the two uneccpleted plants; .and-i Page 1: RESOLIFION-

'UHEREAS, the failure to complete the plants would constitute an

'imeasurable loss of seven years of planning, licensing, and construction to meet the region's projected power needs; and UHEREAS, efforts to license, plan and construct other power facilities are not justifiable end against the interests of the region's ratepayers until UPPSS 4 and 5 projects are completed; WHEREAS, to ensure that the best interests of the ratepayers of the-88 participants in the WPPSS nuclear power plants 4 and 5, now scheduled for termination, not be sacrificed, overlooked or downgraded in the efforts to complete plants 1, 2 and 3; UOW, THEREEDRE, BE IT RESOLVED by the City of McMinnville, acting by and through its Water and Light Carmis'sion, as follows:

1. The Governors of Oregon and Washington reactivate their " Blue Ribbon" comittee. The coamittee would be charged with review and reconmendations for the best uses of the assets of WPPSS 4 and 5 for the benefit of the region in such manner as to assure the best possible financial return of the 88 participants' ratepayers. Such review should consider eventual completion of the plants, sale to another entity, or other proposals.
2. That the appropriate agencies in the states of Oregon and Washington issue no licenses or p'ermits for construction of any major generating facility until the " Blue Ribbon ccmittee's reoort for the best practical plan for gaining the best financial return from the existing WPPSS 4 and 5 assets is in place. -
3. That the United States of America, Department of Interior, acting

, by and through the Bonneville Power Administration, not contract for the output of any major generating facility until the " Blue Ribbon"connittee's renort for the best practical plan for gaining the best financial return from the dxisting WPPSS 4 and 5 ' assets is in place.
