RADIOLOGICAL CONTINGENCY & EMERGENCY PLAN (NRC Control #19582)

With reference to activities authorized by NRC License SNM-1097, General Electric Company hereby submits a revised Radiological Conti.gency & Emergency Plan for the GE fuel fabrication facility in Wilmington, N.

C.

This revision is submitted in direct response to your letter of 12/4/81 and additional guidance provided in our meeting of 12/17/81.

T'is revision completely replaces the document submitted on August 27, 1981, except that the substantive information contained in Appendices A and B of the 8/27/h1 submittal must be transferred to this revision as Appendices H

and I,

respectively.

Notwithstanding the provisions of NUREGs 0762 and

0810, the 1/18/82 revision has been modified to be a

" free standing" document and does not utilize cross references to other available l

licensing information already on file with the Commission.

In as much as Chapters 1

and 2 of this plan cover descriptions of activities authorized in other license conditions of SNM-1097, these chapters should be excluded in the license condition for compliance to this specific plan.

With regard to the question concerning the date of agreement letters, the currently approved Emergency Plan requires that these
