SUMMARY
OF LICENSEE QUALIFICATION AUDIT During the week of December 8-11, 1981, NRC staff conducted an audit of the qualification of Louisiana Power & Light Company to operate the Waterford 3 plant. A list of attendeessis attached.
The first part of the audit c~onsisted of a formal presentation by LP&L on the company's structure and philosophy. This included an overview of the LP&L organization as w~ ell as a detailed description of various functional departments such a's training and quality assurance. A list of thekkey personnel attending this meeting is included as Attachment A.
Subsequently, the NRC staff interviewed twenty-two employees of LP&L on an individual basis. The purpose of these interviews was to determine LP&L's competency, commitment to safety, and ability to function as an organization. These interviews were held with personnel from all I
levels of the company. A list of persons interviewed is included as Attachment B.
l After caucusing to discuss ou'r findings, the staff held an exit inter-view with key LP&L pcrsonnel (see Attachment C). Our preliminary findings indicated that we feel that LP&L has made great strides in improving their staffing, level of experience, and organizational structure. The staff findings will be presented in a supplement to the SER.
