Dear Administrative Judges:
On January 14, 1982, the Staff received copies of a letter and a statement sent to the Board by Donald L. Sapir, Esq., representing the Kitchewanc Chapter of the SHAD Alliance. Copies of these docu-nents are attached for ease of reference.
In his statement Mr. Sapir claims that he wrote twice to the NRC request-ing intervenor status on behalf of the Kitchewanc Chapter of the SHAD Alliance in the Indian Point 2 and 3 special proceeding. The Staff has searched the agency's files and has been unable to locate any such 2 562

e letters. The only letter which was found was a letter written by Mr. Sapir on his own behalf dated February 22, 1980. A copy of this letter is also attached for your infornation.
