Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-5G for Peach Bottom Atomic Power Station Unit Nos. 2 and 3 respectively, hereby requests that the Technical Specifications incorporated in Appendix A of the Operating Licenses be amended by revising certain sections as indicated by a vertical bar in the margin of the attached pages 69, 70, 77, 81, 86, 93, 181, 183, 186, and 209a, and by the addition of new pages 77a, 81a, 86a, and 209b.

NUREG 0737, " Clarification of TMI Action Plan Requirements", issued to all licensees on October 31, 1980,..

required implementation of certain TMI Lessons Learned improvements.

Many of these requirements involved improvements in the plant's control and instrumentation systems.

As stated in NUREG 0737, final NRC approval of the modifications is subject to a post implementation review.

Descriptions of the modifications were submitted to the NRC in accordance wit' the schedule identified in NUREG 0737.

Additionally, changes to the Technical Specifications were requested to reflect the c.odifications.

The model Technical Specifications received to date address only a limited number of the NUREG 0737 modifications and recommend a plant shutdown within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> or 7 days for equipment inoperability.

Licensee believes that the recommended application of a severe shutdown Limiting Condition of Operation (LCO) to each of the many new systems being installed in response to NUREG 0737 does not take into account the nature of many of the TMI-related improvements.

In determining the duration of permissible continued operation with a particular piece of equipment inoperable, it is necessary to assess the extent of the impact of the inoperability of that equipment on the continued safe operation of the facility.

Most of the NUREG 0737 modifications involve new instrument and control systems that are not essential to the mitigation of plant transients.

Rather, the changes are primarily intended to either provide additional information that may be of value in accessing the extent of low probability accidents, or provide additional automatic control -

features to backup the manual responses of the plant operator.

The objective of the technical specifications should be to assure the reliability of equipment important to the safe operation of the plant without unnecessarily requiring the facility to be removed from service in situations where equipment inoperability has a minimal effect on safety.This objective can be assured for the new systems by technical specifications which require regular surveillance testing, notification of inoperable equipment under the current License Event Reporting system, and a thirty day shutdown LCO.

Licensee hereby requests approval of the proposed revisions to the Technical Specifications to incorporate operability and surveillance requirements for the following new controls and instrumentation: post-accident sampling system (II.B.3), nobic gas high range effluent monitor (II.F.1(1)),

containment high range radiation monitor (II.F.1(3)), wide range containment pressure (II.F.1(4)), wide range suppression chamber water level (II.P.1(5)), reactor water level recorders (II.F.2),

isolation of HPCI/RCIC steam line (II.K.3.15), automatic RCIC suction transfer (II.K.3.22), and automatic depressurization system valve nitrogen supply (II.K.3.28).

The number in parenthesis pertains to the designation number of the requirement in NUREG 0737.

Licensee requests that the proposed "once per cycle" surveillance requirements become effective during the first refueling outage commencing at least 60 days after NRC -...

approval of the subject license amendment application; and that all other proposed surveillance requirements becoma effective within 90 days following approval to allow sufficient time for the development of the necessary administrative controls and procedures.

surveillance requirements currently exist for three other TMI lessons learned improvements in control and instrumentation l

systems addressed in NUREG 0737; Iodine / particulate sampling (II.F.1.(2)), Containment hydrogen monitor (II.F.1(6)), and RCIC restart on low level (II.K.3.13).

The specifications are presented in sections 3.8.C.2, 4.8.C.2 (page 206),

3.7.A.6.c, 4.7.A.6.c (page 172), and Table 3.2.B (page 64), respectively, of the Peach Bottom Technical Specifications.

3) and 86 (Unit 3) have been deleted since the modifications l

authorized by Amendment #67 are complete.

Likewise, an obsolete footnote on page 181 has been deleted.

Pursuant to 10 CPR Section 170.22, " Schedule of Fees for Facility License Amendments", Philadelphia Electric Company proposes that this Application for Amendment be considered a Class IV Amendment for Unit 2, and a Class I Amendment for Unit

3, since several changes of the class III type are incorporated into the proposed amendment.

The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed these proposed changes to the Technical Specifications, and have concluded that they do not involve an unreviewed safety question or a significant hazard consideration; and will not endanger the health and safety of the public.
