Dear Mr. Haynes:

t In accordance with Rochester Gas and Electric Corporation's-com-mitments as a result of the Emergency Preparedness Implementation appraisal Team inspection and documented.in your letter of December 15, 1981, the following is submitted:

With respect to Item 1 which states:

" Establish an emergency-organization which provides for all emer-gency functions needed during initial, intermediate and final ~

phases of. augmentation.

Revise the Emergency Plan to include a description of the organization, and update implementing proce-dures to be consistent with.the~ organization.

The description shall include sufficient detail to define the command hierarchy; specify its structure, reporting chains and interrelationships at any phase of augmentation; and include supervisory as well as non-supervisory elements.

Updating of implementing procedures will-be accomplished no later than December 18, 1081.

Revision of the Emergency Plan will be accomplished by March 15, 1982."

The following was accomplished:

A new procedure, SC-1.1.B Emergency Response Organization was reviewed and approved at a Plant Operations Review Committee Meeting on Decenber 14, 1981.

The purpose of this procedure is to provide a method consistent with administrative controls to define and irplement the Emergen-cy Response Organization with respect to the various levels of Emergency Classifications as defined in Ginna procedures.

With respect to Item 2 which states:

"For each functional area specified within the emergency organi-zation referred to in item 1, provide a list of personnel trained and qualified to perform the tasks associated with the area.

These lists shall identify the current status of each individual.

Provisions to maintain lists current shall be developed and in-plemented.

This will be accomplished no later than December 18, 1981."

The following was accomplished:

An existing procedure, SC-1.12A Immediate Call List, Revision 19, was reviewed and approved at a Plant Operations Review Committee Meeting on December 114, 1981.

This revision included attachments to the procedure which added lists of functions and such persons authorized to perform those functions.

Due to recent changes in administrative processing, this procedure was issued with an _ffective date of Decenber 21, 1981.

We will inform your office in writing when additional items are corpleted.
