Dear Mr. Palladino:

Late last year the Department of Energy asked.the Nuclear Regula-tory Commission for exemptions from established regulatory procedures for the purpose of' allowing preliminary site work on the Clinch River breeder reactor proj ect. Such work would be allowed prior to completion of the project's-environmental impact statement. I do not believe such exemptions fulfill Congressional intent in authorizing the project, nor do I believe they would. benefit the entire breeder reactor program.

future energy supply structure, is to stabilize ayd clarify the regu-latory environment. Exempting demonstration. plants from normal regu-latory requirements- can only delay" progress toward meeting this goal. -

It will also retard the progress o-f pr.oying new technology. For these reasons, therefore, I 'reques't ~ at you deny DOE's request for exemptions. .
