Thank you for your letter dated December E,1981, concerning the Departrent of Energy's (DOE) request for er exemption from certain Connission regulations for the Clinch River Breeder Reactor.
On December 24, 1981, the Comission issued the enclosed order outlinir.g the procedures it will be following for considering the merits of DOE's request for an exemption to pemit then to undertake certain site preparation activities prior to the issuance of a construction penait or limited work authorization by the l'udlear Regulatory Connission. The schedule established would permit a Ccmission decision by early ftarch on this request.
The Ccmission appreciates receiving your recomendations and connents with respect to this request and will consider then as part of the record of the proceeding.
