Your letter (Reference-1) requested information regarding our implementation of the prompt notification system. Our response to this request (Reference 2) described our system and installation plans. We have completed a satisfactory test of the siren and distribution of AM Alert Radios to comply with the description provided in Reference 2.

Sound level measurements were taken North, East and South of the plant.

Audible detection was also observed on the Minnesota side of the Mississippi River (West).

The wind was blowing generally south-to-north at 12 mph.

The commitment to the NRC (Reference 2) stated that the siren's audible range was expected to be at least 2 miles. DPC committed to ensure that 100% of the people living within 3 miles of the plant will receive the initial signal within 15 minutes.

The sound level measurements observed indicate an adequate level of audible sound from the siren to beyond 3 miles.

The average reading at 2 miles was 62 dB and at 3 miles it was 60 dB.

It is interesting to note that at 5 miles the low reading (to the East) was still 5 decibels above ambient noise levels, though no formal credit was taken for the siren at that distance. NUREG 0654 required 60 dB or 10dB above ambient if a sound study is taken. Dairyland Power Cooperative had a consultant run an ambient noise level measurement at its Alma, Wisconsin Site, which is similar to Genoa.

determined to be 35 dB for the top of the bluff and 39 dB in the residential area near the plant.

Therefore, the acceptance criteria for the siren installation should be 49 dB in the valley area near State Trunk Hwy 35 and 45 dB elsewhere.

The average sound levels achieved by the siren exceeded the standards required by NUREG 0654.

Mr. J. A. Hind, Director February 2, 1982 U. S. Nuclear Regulatory Commission LAC-8062 The AM alert radios and encoder activated alert radios are not required to comply with the immediate notification required in the 3 miles of the plant.

The AM alert radios have been placed by the Sheriffs of Vernon County, Wisconsin and Houston County, Minnesota in the 3-5 m'le area around the facility to provide an additional capability to expedite prompt notification.

The siren decoder which did not function acceptably during the initial test on J anuary 27, 1982 was repaired by DPC and a successful retest of the decoder was conducted January 29, 1982.
