DOCKET NOS. 50-266 AND 50-301 RESPONSE TO IE INSPECTION REPORT NOS. 50-266/81-22 AND 50-391/81-22 POINT BEACH NUCLEAR PLANT, U: aTS 1 AND 2 Pursuant to the provisions of 10 CFR 2.201, provided herewith is licensee's response to those items of noncompliance identified in NRC IE Inspection Report Nos. 50-266/81-22 and 50-301/81-22 dated December 29, 1981.
The first item of noncompliance involved a welding operation on November 6, 1981.
Welding was being performed in the Unit 1 containment during a refueling outage by contractor personnel while modifying a piping support for IE Bulletin No. 79-14 work.
The pipe support being modified was located at El. 26' just above the entry area for accessing the "A"
Sparks from this pipe support welding were. dropping on the entry area.
Although a fire watch was stationed above the entry area in the area of the welding activity, this person was not in a position to provide fire protection coverage for the steam generator access area.
This event was stated by the Inspector to be in violation of the requirements of Section 6.4 of the Fire Protection Safety Evaluation Report.
This hazard was brought to the welding contractor's attention by a contract health-physics supervisor, as noted in the inspection reports.
Licensee's investigation into the event found that, according to the welding contractor, upon his notifi-cation of the hazard a fire watch was posted in the lower area.
The inspection reports stated "several minutes later" sparks were 1
again observed but no reference to the presence or lack of a fire watch is made.
When licensee personnel were made aware of the

event by the Inspector later the same day, the situation had been cleared up.

Mr. J. G. Keppler January 28, 1982 To preclude similar events in the future, all' contractor personnel involved in ignition permit activities will be reinstructed of the requirements for the posting of fire watch.
Supervisory personnel associated with all contractors, including those not involved in welding and burning, will also be instructed to inform responsible licensee supervisors when similar observations are made.
The second item of noncompliance involves the administra-tive use of the ignition control permit.
Specifically, the inspection reports state that there have been several instances in which the white sheet of the ignition control permit has not been returned to the control room upon completion of the work as required by the ignition control permit procedure, PBNP 3.30.
To ensure ignition control permits are properly closed out in the future, all personnel involved in activities requiring permit use will be reinformed of the PBNP 3.30 procedure requirements for closing-out an ignition control permit and reminded that the white copy of the ignition control permit must be removed from the work site location and returned to the control room when the job is complete.
