Enclosed is an addendum to I.E. Inspection Report No. 70-1308/81-01 transmitted by our letter dated March 4, 1981. The addenduc consists of a Confirmatory Measurements Program sheet comparing the results of analysis of alpha and beta activity in a liquid waste sample collected during the inspection on February 18, 1981, at your plant. This sample was analyzed by the NRC Refe rence Laboratory.

Please attach the addendum to your copy of our inspection report.

ATTACIN1:NT 1 CRITERIA FOR COMPARING ANALYTICAL MEASURDIENTS This attachment provides criteria for comparing resnits of capability tests and verification measurements.

The criteria are based on an empirical relationship which combines prior experience and the accuracy needs of this progrim.

In these criteria, the judgment limits are variable in relation to the comparison of the NRC Reference Laboratory's value to its associated one sigma uncertainty. As that ratio, referred to in this program as

." Resolution", increases, the acceptability of a licensec's measurement should be more selective.

Conversely, poorer agreement should be con-sidered acceptable as the resolution decreases.

The values in the ratio criteria may be rounded to fewer significant figures to maintain statistical consistency with the number of significant figures reported by the NRC Reference Laboratory, unless such rounding will result in a narrowed category of acceptance.

The acceptance category reported will be the narrowest into which the ratio fits for the resolution being ut.d.

Tritium analyses of liquid samples.

"B" criteria are applied to the following analyses:

Camma spectrometry, where principal gamma energy used for identifi-cction is 1 css than 250 kev.

Sr,-89 and Sr-90 determinations.

Cross beta, where samples are counted on the same date using the

- same reference nuclide.
