SUMMARY
OF JANUARY 22, 1982 MEETING On January 22, 1982, at the request of Mr. Denton, Director of the Office of Nuclear Reactor Regulation, representatives of the Commonwealth Edison Company and Sargent and Lundy met with Mr. Denton and other members cf the NRC staff to discuss the review of the Construction Assurance Program, Status of Degraded Core Instrumentation, Facility Completion, and Five Percent compared to 20 Percent Power License. A list of the attendees is provided in Attachment 1.
The applicant and its Architec ingineer, Sargent and Lundy, presented and reviewed some of the independent reviews that already had been per-formed on LaSalle.
In addition, the applicant specifically indicated that the system of residual heat removal system which the NRC staff had suggested for an independent review to satisfy our requirements for construction assurance, was already reviewed by NRC in its confirmatory analysis during the FSAR review. We agreed with the applicant that we did look at loads, but the independent review that we are now requiring goes somewhat further than this confirmatory analysis. As a result, we defined this independent re-examination tc be a mechanical and structural design review of the residual heat removal system, excluding all branch piping less than 3 inches, in the functioning mode of the low pressure injection system using loads resulting from the actuation of the auto-matic depressurization system in conjunction with the operating basis earthquake. This re-examination should verify that this system has been designed and constructed in accorance with the NRC requirements. ~ Company With respect to degraded core instrumentation, the applicant stated that the NRC knows its status with respect to incore themocouples, and in addition, the BWR Owners Group is to meet with the NRC staff on January 27, 1982 to discuss this iten. We indicated to the applicant that the level indicator design reviewed by us since the Hatch 2 review has been found -
acceptable by us; and therefbre, we only need written confimation from the applicant that the LaSalle level indicator design is comparable to the Hatch 2 design.
Although the fuel load date for LaSalle Unit 1 has been previously pro-jected for as early as January 30, 1982, the applicant stated that it now is projected for mid-March. The applicant will document this slip in the projected fuel load date by letter to Mr. Eisenhut.
Finally, the applicant indicated that based on further reflection of expenditure of effort versus benefits to be gained, that it no longer wishes to pursue the issue of an interim 20 percent power authorization.
