Fort St. Vrain, Unit No. 1 Meeting Fearuary 16, 1982 RT-500K Testing

Dear Mr. Kuzmycz:

In preparation for our meeting on February 16, 1982, we are transmitting herewith ten (10) copies of the following documents:

1. Proposed Meeting Outline
2. Draft Report, Testing and Operation of Fort St. Vrain Above 70*; Power
3. Draft Technical Specification, LCO 4.1.7 - Core Inlet Orifice Valves, Limiting Condition for Operation We have not as yet set specific times for the various presentation items, but we would hope to cover the presentation between the hours of 8:30 am to 4:30 pm.

l Recognizing that we have a considerable amount of material to cover l we would suggest that Nuclear Regulatory Commission staff members familiarize themselves with the following documents prior to the meeting:

-2 This familiarization will represent important time savings as we can avoid having to cover a lot of historical information, definitions such as cross flow, Type II Flow, and Jaws Flow, and the general-basis for the test program as well as the evaluation of the tests and instrumentation.

It would appear that Public Service Company / General Atomic _ Company will be represented -by a total of twelve (12) people. It is requested that an overhead projector be available.

As suggested by the meeting outline our objectives are to review the testing to date concentrating primarily on the most recent tests above 70% power, and to lay the ground work for actions necessary to obtain a release from 70% power restrictions.
