Dear Sir:
In your letter of October 20, 1981 you requested that Boston Edison Company-(BECo) submit additional information for NUREG 0737 Item II.K.3.27 " Common Reference Level" modifications.
Reference (b) indicated that the NRC has accepted the Boston Edison modification Reference (a), as an interim resolution to' Item II.K.3.27 but requested a modification that would not require interpolation by an operator in determining RV water level with respect to a common reference. The modification should include a description, implementation schedule, documentation modification (0perating Procedures, Technical Specifications) and appropriate training for plant operators.
Boston Edison intends to comply with this request but cannot provide the requested design details and schedule at this time. Much uncertainty currently exists among a number of intimately related requirements of Regulatory Guide 1.97 (Post-Accident Instrumentation) and NUREG 0737; specifically, Items II.F.2 (Instrumentation for i
Detection of Inadequate Core Cooling), I.D.1 (Control Room Design Reviews), and I.C.1 (Guidance for the Evaluation and Development of Procedures for Transients and Accidents). Boston Edison is currently in the process of developing an integrated approach to meet these requirements which will ultimately determine the nature of the modifications required.
Interim modifications to meet each of these requirements is not considered to be prudent as it could lead to confusion for control room operations.
