Introduction s
g,e The Ccmaonwealth of Pennsylvania participated in the above-captioned proceeding as an " interested state" pursuant to 10 C.F.R. 52.715(c).
10 C.F.R. 52.715(c) affords interested state participants the right to file exceptions pursuant to 10 C.F.R. 52.762.
By order dated December 23, 1981, the Appeal Board extended the deadline for filing exceptions to February 1, 1982. This deadline was confirmul in the Appeal Board's Order dated January 22, 1982.
II. Exceptions to the Partial Initial Decision The Comnonwealth of Pennsylvania takes exception to the Atomic Safety and Licensing Board's Partial Initial Decision dated Decenter 14, 1981, and states that the Licensing Board erred in the following respects:
(1) The record supports a finding that there is a deficiency in the supply of permanent record dosimeters (theraoluminescent dosimeters or TLD's) for distribution to emergency workers in the plume exposure pathway emergency planning zone for TMI-1. The Board erred in failing to make this finding.

(2) The Board erred as a matter of law in not concluding that adequate supplies of permanent record dosimeters are required to be predistributed to the TMI-l risk counties prior to IMI-l restart, in conformance with 10 C.F.R. 550.47(b) and NUREG-0654.
Such canpliance is required by the Cocmission's Order and Notice of Hearing on IMI-l Restart.
