R. N. Moore, Senior Licensing Officer Export / Import and International Safeguards Office of International Programs
SUBJECT:
MITSUBISHI APPLICATION FOR LICENSE TO IMPORT 1,300,000 KILOGRAMS NATURAL URANIUM 18081025 Nu
(
On December 14, 1981, Mitsubishi International Corporation requested authority to import 1,300,000 kilograms of natural uranium in the form of concentrates from South Africa for conversion to UF6 by Allied Chemical Co., Metropolis, Illinois.
The material is for ultimate use by Kansai Electric Power, Co.,
Osaka, Japan.
Shipment will be in approved cylinders and according to D.O.T requirement.
This material is of low specific activity and does not represent a significant radiation hazard.
The environmental and radiological impacts resulting from the transportation of radioactive materials within the U.S. and from export and import shipments were assessed in the " Final Environmental Statement on the Transportation of Radioactive Material by Air and Other Modes" NUREG 0170, and determined to be quite low.
Furthermore, imports of this type have been received many times in the past, refer to IU78019, for example, and the staff has concluded that imports of this nature are not inimical to the common defense or security, or constitute an undue risk 'to public health and safety or to the environment.
In fact, th'e import of source material is generally licensed in most instances, according to the provision of 10 CFR 110.11.
On January 19, 1982, the applicant expressed an urgent need for the import authority.
Initially, shipments are scheduled to begin in February 1982 and import approval is required so shipping arrangements can proceed.
For this reason this license is being issued prior to the expiration of the normal 30-day FR notification period, which would occur February 11,1982, under authority of 10 CFR 110.10.
