Three Mile Island Nuclear Station, Unit 2 (TMI-2)

Operating License No. DPR-73 Docket No. 50-320 Inspection Report 81-19 This letter is being submitted in response to the subject Inspection Report issued November 23, 1981.

The report cites Met-Ed with a deviation from a commitment, specifically with regards to conformance with a portion of BTP-9.5-1 Appendix A Section D3 in that "the fire barrier penetration seals using Firewall 50 material do not have the same fire rating as the wall or floor they penetrate".

Met-Ed realizes the importance of having and maintaining adequate fire barrier seals and to date have been pursuing to the extent possible (short of legal action) a permanent solution with the installer and within the original installation contract.

Due to the lack of success in pursuing this track, Met-Ed has begun actively investigating a permanent fix external to the original contractor and contract that would be within our capabilities.

We have commenced with a Fire Hazards Analysis (FHA), of which we have informed you previously, with an expected completion of approximately June 15, 1982.

Atter completion of and based on the results of the FHA, we intend to imple

  • ment a program for replacement of those Firewall 50 seals considered important to the maintenance of the plant in a safe configuration.

At the present time we would expect that this replacement program could commence approximately seventy-five (75) days after completion of the FHA and be completed in an additional one-hundred twenty (120) days.

In the meanwhile, we will continue to restore those Firewall 50 fire barriers which become nonfunctional by implementation of the ANI approved seal repair methed.
