a list of attendees is given in Lnclosure 1.

The discussion at the meeting involved the following topics:

1.

Sinknole design basis (t;241.1) and low seisuic velocity zones (Q241.2).

The applicant presentea a general overview of the geology of the byron site. The opplicant explained tnat the sinkhole pattern present at the site was apparently caused by f racture solutioning at rock Junctioris. They also held tne post tion that the rate of solutioning uds very lost so that any sinknole fornation was dt d Very slow Tate.

Tne applicant agreed to verify tnis assuuption of the uechanisa of sinkhole formation by borings in one sinkhole down well into bedrock to show that tne beading remains horizontal across the sinkhole. The staff questionea Table 2.4-28 which shows site area groundwater variations greater than 50 feet and Taule 2.4-27 which shows larse variations in Ca and hg desolved in groundwater near the site. The applicant agreed to reevaluate these table anc correct if necessary and to provice an uplanation that the rate of solutioning is very small. formation, superimposed on a fracture-map.

Finally, the staff expressec concern obout area llo.11 that insufficient field information was availdole to verify that no significant cavity l

is present in this drea beneatn the pipeline. The presence of an apparent sinkhole 150 ft in diameter in this area brou3ht into question the applicant's sinkhole design basis of 50 tt.

In addition, the presence of low @D's and low seisaic velocity in this area with the absence of aoditional boring data will force the staff to the conservative position that large caverns may be present. Tne applicant wanted to present the results or the first borings before ccmitting to oore borings, nowever, the staff inoicated that this exploration alone will not resolve the stof t's concern.

Pipeline settlement and seisaic responses (Q241.6) and liquefaction potential (4241.4). The applicant agreed to provide more detailed analysis and the correlations useo to detenaine the seisaic response.

Also, the applicant agreed tu verity that groundwater table cannot reach to the level of the soil causing saturation and potential for liquefaction. This included correcting Table 2.4-28 as indicated in Part (1).

Concrete cracks (Q241.7). The applicant presented results of invest-gations into concrete cracks in the longitudinal short wall connecting the essential cooling towers. The applicant concluded that the cracks were caused by thermal expansion and contraction and not by settlenent.

The staff requested that they formally submit this infonaation and explanation for further study.

The next necting was scheduled for Decec.ber 22, 1981 in Bethesda, !!aryland to continue this review.
